Ok in the flat view setup of a user profile edit page I can get the options to show correctly if I disable jquery however I cannot get them to show up correctly in the tabbed version of the profile editor no matter of the jquery setting which is what I really need to use. I've included images of what I see in flat editing mode and tabbed editing mode. Please help me fix this. I really need that tabbed mode.

You've something installed converting the dropdowns to jQuery Chosen usages, which is why they're breaking as jQuery Chosen doesn't pass changed events to the root select element causing the additional options that normally would display to not display. Try switching to default Joomla protostar template to see if it's your template doing it, but beyond that you'll need to disable 3rd party Joomla plugins in Extensions > Plugins until you've found what's doing that.

Yes Sir you would be correct about the template causing the issue. I don't even know where to begin on fixing the template to make it work. The website is built around this template so changing templates is not really an option. Is there anything I can do?

See if there's an option in your template that toggles that feature off/on and simply toggle it off. If there is no such parameter then I recommend contacting the template developer as converting every select element to chosen like that is a very bad idea.
