How to co-exist two different account creation modes

Is it possible to have two different coexisting procedures for creating CB users?
  • A procedure to self-create his own account ?
  • And a procedure validated by our administration ?

Admins can already create users from backend and bypass validation if you've that set within CB > Configuration > User Profile. Is that not sufficient? Are you wanting admins to be able to create users on frontend without logging in? Please clarify further what you're wanting to do exactly.
