How to cancel mandatory fields for the administrator

Some fields are set as mandatory. For some users, these fields are not filled in. But when the site administrator makes any changes to the profile, the system requires you to fill in these mandatory fields. How do I cancel the administrator's requirement to fill in these fields?

For backend you can disable that by setting "Fields Validation in User Management" to "No" in CB > Configuration > User Profile. For frontend you won't be able to bypass those checks.
