There's a limit on how many categories it will render in the dropdown in backend. If you've more than 100 it renders an input field to supply category id. At this time there is no getting around this. This only applies to backend though and is for performance reasons. In a future release it will use ajax searching and pagination, but that's not available for backend yet. Frontend should still render the dropdown fine since the ajax solution is not available yet.
