In a group, is it possible to allow the user to see the content of all tabs but restrict it in the creation of some or all content?

I am currently using the "under approval" configuration to allow the user to see the content of the tab but if there is a solution to prevent him from offering content I am interested!

I searched GJ options and auto actions systems but it doesn't seem to be there.

Maybe this is not possible?

Restrict it how? Review the descriptions of those tab parameters carefully as you can restrict it to some degree. For example Videos description is as follows.

Optionally enable or disable usage of videos. Group owner and group administrators are exempt from this configuration and can always share videos. Note existing videos will still be accessible.

This means you can set Videos to Disabled and the owner of the group as well as any users in the group promoted to Administrator can add videos to the group, but no one else can. Everyone will still see those videos as normally.
