Is there a way to allow the public (everyone) to submit news while only letting letting registered members write blogs, etc.?

I am using community builder for our site members to have blogs about their home renovations. But I want anyone with news for the area to be able to post news that could then be approved by a moderator.

I use EZ CZ submit for that myself on Mambo.
I can't find the page anymore where i downloaded that, but i did find this link:

It should work under Joomla too.

I believe that only "Authors" can submit news -- so by default you users cannot do so anyways --- Les;)
