I have set under the Configuration Manager under Images to set image dimensions to no larger than 640H x 480W and image size to be no more than 1000k in size.

One user uploaded his image and it's at 974 x 730.

Why would it not resize this image?

do you have GD or imagemagik install on your server?

it resizes everything else on that same server
