I appreciate this, but wouldn't the issue have arisen when I stopped using the invoice address bit?

Depends on if you modified the invoice address fields attached to your user by some other means. Maybe even entirely by accident (e.g. database or CB Auto Actions maybe). Also depends on if PayPal decided to be more strict about it as it could've previously just ignored invalid values.
