Profile editing is not displayed in tabs was created by AlecsRU
Profile editing is not displayed in tabs, only in "flat" mode. There are no fields in "Tab" display mode.
When you click "Update" an error "access denied"is displayed.

Press F12 to open the browsers developer tools. Click the console tab. Now refresh the page. See if there are any fatal errors (they're typically colored red) in the console tab. The tabs are just JS so a fatal JS error will break them. Usually it's a JS error caused by the Joomla template, which you can check by switching to default Joomla protostar template, clearing cache, and refreshing.

and does not open with front file download. The administrative panel is loading. And not open in the protostar template

That would be the issue. Please provide the full console error message for that error. Try disabling non-core CB plugins 1 by 1 within CB > Plugin Management to see if issue goes away.Uncaught SyntaxError: Invalid or unexpected token
So the issue isn't visible on the protostar template or do you mean the tab isn't visible on protostar either?not visible in the protostar template

Disabling plugins one by one didn't help. The error persists.
