Read-only/view-only access to user profiles

I have a need to allow a specific user view-only access to user profile data - browse field content and view uploaded files.
I've been working through combinations of user groups, ACL and permission settings, and I'm unable to define a combination that supports this use case.
Thoughts?

You mean you don't want them to be able to send private messages to users, post on activity streams, request connections, etc..? Only way to do that is as you're already doing through ACL. You'll need to be more specific in regards to what you're trying to limit for me to suggest anything further.
