The mailer add-on is part of the CBSubs distribution.
YOu most likely have the 3 year old proprietary CBSubs product.
This will continue to work in your 3 year old environment but it is not compatible with latest CB and Joomla releases.
Please consider purchasing a CBSubs GPL subscription.
