I have set my plan to not allow renewals (we are phasing it out), but how can we best cancel any recurring autopayments through paypal? I know we can cancel within paypal but is there a way to do it on cbsubs? What is the best practice for making sure people don't get charged for a subscription that no longer is available?

You'll have to cancel the recurring payments from within PayPal. There's no functionality to mass-cancel recurring payments within CBSubs.
