Terms & Conditions not working

First off, I've read the posts here on the subject but can't find a solution. Just hints.
So mine isn't working.
Get access error when trying to view it.
The static content item has the ID number 32 and is set to public.
the link entered in CB-configuration is exactly as follows:
index.php?option=com_content&task=view&id=32
It leads only to a page in a new window that says the viewr has no access to read it.
SO, if anyone has any proper suggestions n how to fix the problem and not just hnts, that would be much appreciated.
