Duplicate Email Upon Registration

This is my configuration for Community Builder:

User Activation - required
User Confirmation - required
Approval of new user - required

For some reason, after registering, I receive the "Pending Approval" email with all the correct information and then a few minutes later, I receive another "Pending Approval" email, but it's blank.

Is it a bug?
