I am building a site for a non-profit support group and need some way to comply with the Children's Online Privacy Protection Act (COPPA) of 2000. Basically, I need to prevent anyone under 13 from signing up without parental consent. I found MINAGE as a CB plug-in, but it is very weak. It tells you you're not old enough then lets you change the birth date and sign up anyway. It's nothing more than a single edit on a date field.

Is there anything in the offing to support COPPA compliance? Is there a commercial product that provides COPPA compliance?
