Is there a component in Community Builder or in Joomla itself that would allow you set the MANAGER with rights to add, modify and delete members and contact information?

I don't think so.
I have been trying the approach of using external tools like PHPMyAdmin and/or Access to manipulate my contact data, which is kind of like having Manager, control.
If yo can develop a PHP application that only allows access to jos_contacts_details, that might work, too.
