How is it possible to restrict users from image upload option when editing tab details? For instance I have created a creative tab however any user has access to my directories via the image button. Even if I turn of wisywig editor users still have access to that option.

You can go to Joomla backend -> Extensions -> Plugins and unpublish the plugin "Editor button - Image". That's it ^^.

thing is though once that is done the feature is deactivated globally. Hmmm, does that mean if I am updating site articles I need to activate it for that period, or is there another way?

There is still a button to insert images where you can't upload, but insert a URL (it's next to the anchor). That means you can upload your images using an FTP program or using Joomla's built-in Media Manager and then use the insert/edit image button.
