Yes, you can have a test/development site in addition of the life site(s) with your CBSubs license, allowing you to develop on a separate site from the live site.

Regarding the not sent confirmation emails under certain circumstances, there has been a report today regarding CBSubs 1.2.1 specifically here:

So that's not a CB 1.7 RC issue. (and there will be a CBSubs 1.2.2 very very soon to address that issue).

- CB Tab Manager - new tab
- user management
- CB Field Manager - New Field & Edit

message appears "Direct Access to this location is not allowed".
any solution?

Because you have something installed that is not compatible with your Joomla version.
