You might have a problem with using the capital letter for the language name everywhere in your language pack.
The language name has to match the language name used in the main Joomla language plugin: if the main Joomla plugin uses "persian" (or possibly even "farsi"), you cannot use "Persian" for file and directory names, and references within the XML description file in the CB language pack.
Read the PDF manual in the top sticky thread more carefully.
