Accents not showing up

Accents not showing up was created by IrwinFletcher
In Spanish and Portuguese I get ? marks instead of characters with accents or other special marks.

Any suggestions on how to fix this?
The last post I found was from 2007.

I have done this, and the accents show up on the login module only.. when i go to the registration form accents don't show up instead the diamond ? mark symbol.
anyone have any suggestions?
Update: I cloned the site and installed it locally. Everything works fine with all translation accents. Can't seem to narrow down the reason why the CB login module has it an the registration form doesn't.

If anyone else here needs help with this I found a solution.
I used Notepadd ++ to encode the spanish.php file to UTF-8 without BOM
saved the file and uploaded to language folder.
Everything is looking good.
Possibly something that needs to be updated here: www.joomlapolis.com/component/option,com_mtree/task,viewlink/link_id,443/Itemid,55/
