Language dependent constant in welcome e-mail

from the RC2 feature list:
"All CB fields are Language friendly (may contain _UE_-type strings)."
I searched the forums for an answer, but it seems I'm the only one with this problem.
I tried to define a constant to be used in the welcome e-mail in German, English (& later in Chinese, BTW is there a Chinese CB community somewhere?).
I defined the constant _UE_WELCOME_MAIL in the germani.php & the default_language.php, & put it into the field in the configuration manager, but all that arrives in the user's inbox is _UE_WELCOME_MAIL (or [_UE_WELCOME_MAIL], since I tried that as well).
A similar constant defined for the registration introduction text - _UE_WELCOME_REG - works well.
What am I doing wrong? Or is it a bug? Or...?
BTW, Joomla 1.0.9 with CB 1 stable.
