could not instantiate the mail function

When someone signs up on hardcoreracefans.com for the first time, it sends an email to the user with a link, if we click on the link it display the following error."could not instantiate the mail function". In the comunity builder it is set so that it sends the confirmation email to the admin email but it nevers arrives. It is not doing it even thought it is set to send an email for approval to the moderator, and it looks like it is due to the mail function error.
Please any help will be appreciate it.
