Special caracters don't display rightly

Problem Description: Beloveds,
Successfuly installation of Brazilian Portuguese language for CB 1.1 but the special caracters don't display correctly: They appear as squares.

Actions Taken To Resolve: Edited the file xml 'enconding' iso-8859-1, to 'pt_BR.ISO8859-1', which is the Locale configuration of another site of mine in same server. But still error is not fixed.
Someone give a hand??

You need to convert the PHP file of the language plugin to the same charactersset as your website (UTF8 or ISO).
