The highest version number is always displayed in the filename, you should always have the highest number.
Or always have the latest and greatest installed, thus always keep track of wich version is mentioned in the first post of this thread.. if its newer (higher version number) then it is recommended to download and install it.. even if your version works fine.. there might be security hardenings in new versions..

Make sure you did your placement correctly, and published BOTH the plugin AND your tab.
I would publish them, then tinker with placement till you see it.. at some places you cannot show this plugin. like in status.. one of these things can cause your plugin not to show up..
