Change password in profile edit missing

For my sins I have just upgraded Joomla from 1.0.12 to 1.0.15 not realising that I hadn't installed 1.1 CB.
I downloaded 1.1 from joomlapolis and went through the upgrade proceedure and all works fine except that in edit my profile in the front end it doesn't display the password and verify password fields. As a result anyone requesting a replacement password is stuck with something like this "91*y4y@bc" (Changed it so it won't work now) generated by the system. Where have the password fields gone? I need them back. I've looked everywhere for a setting to switch them on but to no avail.
HELP!

Everything in the CB plug in manager that is installed is set to public. Can you be more specific? I notice that Privacy policy plug in is not installed, could that be it?

Tab manager says Access Everybody and it's published.
