When you mouseover a contact on a user page a blue tooltip comes up with info about that contact. Is it possible to change the colors of this tooltip to better integrate into a site?

Yes, it's in the CB template.

Either change template.css in the selected folder, or better copy a CB layout and make your own CB template plugin.
