You'll need to install the document subscriber available CB Rating Fieldtype plugin. This plugin will allow creation of Rating fields in Field Management. You could then place this field on the Userlist. You can also add the rating field to your list by adding it to one of the 4 available columns by editing your list in List Management. I do not believe it will allow rating directly from the userlist however; this is to be done from the users profile.
