2: It supports the water from the site?

If I understand the question correctly then the answer is yes.
An unpublished or not-approved image can only be seen by profile owner (and moderators).

What do you mean by size?
Dimension limits are imposed by settings.

Number of items and total upload storage can be set on a user by user basis.
