why u dont allow animated gifs as avatar?
i know about some securety risks but its possible to show them.

A quick look in Components > Community Builder > Configuration > [Images] Tab shows:
It's also shown/discussed on p.71 in the Community Builder manual.
Provided that you select ImageMagic and disable 'Always resample avatar uploads' it should work.
