definitely cb subs and the registration process looks perfect
Also the profiles for job seekers and the jobs and company listings.
what I would like to do is have it so profiles can be shortlisted for jobs
And also is there a way (if job seekers have paid) that they can appply for the job directly on a job advert?.
Also is it common that community builder can be used as a jobs website?

Will you be using any kind of directory extension for actual ads?
Example, an employer might have multiple opennings - each one a separate entry.
CB and CBSubs should be able to integrate with your directory extension to handle your use case.

what is someone wants to apply for a job and is registered under subscription which they pay for and then can i put a form or something that connects the profile to the add?.

If by add you mean a directory listing (using an extension like mostrees or sobi), then yes CB/CBSubs can grant permissions for posting only to paid subscribers.
