OK, just attempted my first import in over 10 years and got the following message I don't know what to make of.

There are duplicate header variables which is not allowed.

Is it saying that ALL those headers are duplicates? Duplicates of what? These are all new and unique records. Definitely no duplicates in the email or username fields. Using username as the key, by the way.

Ah ha! Just saw that somehow an empty column got included in the CSV. That was the issue. Whew!

I was just going to say that the last column had an empty header.

Just real quick... I only imported 8 users in that trial run and it took a good 10 minutes. I had email enabled. Is that why? Because if so, I can do that after the import from the CB User Manager.
