When a new event is created, who receives email notification of it?

As stated in configuration "Enable or disable event notifications to group users when new events are scheduled.". Users that belong to the group will (if enabled) receive a notification of a new event. The event owner themselves will not receive this notification.
The notify parameter when configuring an event however notifies the event owner when a user attends their event.
