New full translation into Lithuanian for UddeIM 2.9

There is an mistake in file .../components/com_uddeim/uddeimlib25.php line 276 rather than english must be lithuanian and line 277 must be latvian. The same mistake in uddeimlib30.php uddeimlib16.php and in uddeimlib17.php

"lithuanian" was fine but I had to change "lv" to "latvian". The mistake was in line ~212 (lines ~276 are disabled).

Instead of "lithuanian" uddeIM uses "english" now, because there is currently no "latvian" language file.
