Languages pack should be installed using the CB component->plugins, not by joomla installation field.

Here is a step by step guide:

1. Download the CB 1.8 Chinese language pack from forge.joomlapolis.com/projects/lan-cb-zh-cn/files
2. Login to Joomla and navigate to the CB Components Plugin section
Components >> Community Builder >> Plugin Management
3. Click on Install Plugin
4. Upload Package File and select your CB 1.8 Chinese language pack file
5. Make sure that the zh-CN language pack is enabled in
Components >> Community Builder >> Plugin Management

Once installed and enabled, CB will change to Chinese if the users language is set to Chinese on the Front or Back end.
