I have addressed this problem in RC3 which I am working on (no ETA). Basically, the problem appears if the webadmin decreases(increasing does not cause problems) thumbnails sizes parameters while some already uploaded user images have been processed according to old parameters.
I cannot post a fix at this point because I am working on other things. If you have a client that has a problem (and a budget) I can stop working on RC3 and provide a fix (for a price).
I think most can just wait for RC3.
