php.ini is generally found in the directory just "above" the root directory of your site. At least that's where it's been on the two servers I've used.

I've got an admin item, "System Info," under System in the admin menu. The path for your server is listed there. I don't remember whether "System Info" is native to Joomla! 1.0.15 or not.

Another way to find it is to use the phpinfo.php method.
  1. Create a new file and put the following code in it:
    [code:1]<?php
    phpinfo();
    ?>[/code:1]
  2. Save it in your Joomla! site's root directory.
  3. Call it like this:
    www.mysite.com/phpinfo.php. You should find the path there.
You may need to use a file manager on your host server's control panel.

There may be other ways to find it but these are what I know.
