Does Joomla mass mail work? If not, it's your email settings. If so, have you checked CB configuration to make sure "Send moderators email" is checked and your Contact Info to make sure it is enabled there also? Having either one set to no will disable the feature.

I think that the form does't write the registration on database but i don't know why

It sounds like you're using the Joomla registration, which means you'd have to sync users with CB backend to get CB to recognize them. Disable the mod_login, enable cb_login and change Joomla global configuration to make "allow user registration" no. Sync users from CB backend and you should be good to go.

I'm using cb_login infact the form uses the fields of CB but the database doesn't write the information
