Report User Link Missing

I have set 'Allow User Reports' to yes in backend, but when I log in as a regular user and view another's profile, the menu does not show "Report User"

How can I restore that?

(not even sure how it got removed)

Thanks for marking it as solved. It would be nice if you could reply to share what your problem was. So:

1) others (and you later if needed) can find solutions :)

2) we can try to improve the user interface to avoid config mistakes if needed :)
