I just spent a sick amount of time preparing a bilingual site and have attached here my copy of the French and English Canadian provinces and American states (login to downoad).

Pop these into your languages files and then use the variables when making new fields.

English Example:
DEFINE('_UE_Alabama','Alabama');
DEFINE('_UE_Alaska','Alaska');
DEFINE('_UE_American_Samoa','American Samoa');

French Example:
DEFINE('_UE_Alabama','Alabama');
DEFINE('_UE_Alaska','Alaska');
DEFINE('_UE_American_Samoa','Samoa AmÈricaines');
