Additions to plugin API

Additions to plugin API was created by mikko
I would like to have an addition to plugin API which enables plugins to execute code before and after CB has initialized. Something like the Joomla mambot events "onStart" and "onAfterStart". (This would be both for frontend and backend)

This would enable porting somw Joomla only things which depend on these events to any CMS that is supported by CB.

Only concern so far was the extra SQL query, but as it could save other queries, will see how to implement for next release :)
