Why are some of the fields' values for their ordering a negative number? What does this mean?

This was omitted from the documentation.

This is the same across all Joomla. Th negative values just let you have more control over the order. "-1" is before "0".

If you didn't have negative values, an item in order "0" could not have anything before it.

This is news to me, and likely a tip I'll make use of.

I've built 9 sites on Joomla! and never encountered negative numbers before.

I noticed the same issue and thought it's due to the issues i'm having with my CB. Did you ever corrected this ??

There's nothing to correct. As stated before, negative numbers are there to allow more flexibility.
