Cannot Edit A Registered

I created a group gave it parent of Admin but I can't add anything I get this message, but if I use the Joomla user manager to add users I can do it without a problem.
In fact I can create a group and only place it under Parent editor and create with the User Manager....
I hope this will be fixed one day....

CB 1.8 does not have this problem.

1. Created Group - Profile
2. Gave Profile - Parent Editor
3. Global Config Gave Admin Login
4. In User Manager - Options I changed permissions to allow
With that setup a user can add users in the User Manager but not in CB. 1.8 does have this problem, otherwise it should since I can do this in the User Manager, but I added the patches, so my mistake with the screen shots, but those were taken under the Parent as Editor, when I put it on Manager I was able to add...
I think this is still a bug...

Now as a manager still, I went back and put in the original files and tried to add a user, and no good...

I'm a nearly same situation.
I have create a group ("permanents") as manager child
I have add this new group ACL :"permanents"
Users of this new group can't create REGISTERED users in the backend : You cannot save a `Registered`. Only higher-level users have this power.
I must have mess up something but what ??
