I have a new installation of Joomla 1.0.7 + Community Builder 1.0 RC2, works fine.

The configuration in Joomla Administrator:

CB /Plugin Management /SimpleBoard Forum /Published= YES
CB /Tab Management /Forum /Published= YES

In the frontend in the option "TAB FORUM" this message:

Simpleboard forum component is not installed. Please contact your site administrator.

Where is the forum??????

Sounds like you need to install the Simpleboard component itself first. The CB plugin won't work without it.
