Messages containing accents don't display properly.

In the database are stored as:
& o a c u t e ;
(without spaces)

but in the public part HTML is
& a m p ; o a c u t e ;
(without spaces)

displaying in the browser
& o a c u t e ;
(without spaces)


uddeim ISO setting is set to
ISO-8859-1


any ideas?
