I've got the same problem. CB ProfileGallery reads:
Your current quota marks: -6/10 items -36/1000 Kbytes (-4% consumed - 104% free)
I can submit images, but no one could see my profile gallery even though the access setting is at "Allow Public Access." Only I can see the images in my profile with dotted border (instead of solid ones as per other users' profile gallery). I am the only user with this problem.
I've looked through the database, and found that I've only 2 images to my userID.

I've solved the problem:
Delete the images in my profile (fontend)
Go to admin (backend) > CB > User Management > CB Profile Gallery (tab), and modified STORAGE QUOTA, ITEM QUOTA and MAX SINGLE to the required numbers.
Re-submit images in my profile (frontend)
