Must all 4 criteria be met before you upgrade? I didn't see any real answer to this question.
My site is running with :
# php register_globals set to ON
# allow_url_fopen is ON
# php code directories have NO write permissions from web-server process?
How would I find out about # no open base directory limitations set?

You should upgrade to 1.0.1 asap.
If all 4 of the criteria mentioned in the front page article are present then your 1.0 stable or 1.0 RC2 site is in danger.
Ask your host about the criteria you are not sure of.
