There are various methods you can use:

1. CB file field plugin can be used to create file fields for your profiles. This way you can (as a moderator) upload 1 file (per field) for each profile. You can make the file also read only so they cannot change it.

2. You might also be able to use the CB Gallery plugin in a similar way.

Both solutions above need Advanced membership or better to get the add-ons.
