Now I bought the new Add On, but what does the lock mean?

The CB Captcha plugin that you might be using is offered to Advanced members, along with all other CB Add-ons and documentation as described here:

The CB Captcha plugin is also GPL, so there is nothing illegal if you found it elsewhere (perhaps not ethical, but not illegal).
Advanced members also get free upgrades of the add-ons for 12 months and priority forum access.

Yes, you should contact your host for this.
Image uploading will not work without GD library.
