On Joomla 1.6 backend go to Site -> System Information and click on PHP Information tab.
Then search for upload_max_filesize - this setting should be at least 4M - if not you will have issues.
Ask you host how to modify this as each host has a different php.ini location and update process.

I was able change the Settings in Local Value to "upload_max_filesize to 8M" but the Master Value stayed the same at 2M. Does this matter? If it does how would I be able to change the master value settings.

upload_max_filesize 8M 2M
But I still can't upload CB1.4, the arrow message is saying "unable to find install". Is anyone able to help me with my installation.
My server is
Server API Apache 2.0 Handler
MYSQL 5.0.67
PHP Version 5.2.10
