Required at Registration Missing

I have some fields that I would like to require at Registration Only, they do not need to be required every time that someone edits their record. According to page 110 of the CB1.4 Docs this is an option on the Fields Page.
Maybe I'm blind, but I can't find it.

I believe with core CB you can do the opposite. Have a field required but do not show it during registration.
I do not know if the incubator conditionals plugin can do this ... Kyle?
